A CIDB registration certificate does not last forever. The Contractor Registration Certificate (Perakuan Pendaftaran Kontraktor, PPK) carries an expiry date, and the day after that date the company is no longer a registered contractor under the CIDB Act 1994 (Act 520), whatever grade it held. Renewal is not a formality, either. It is when CIDB counts your Continuous Contractor Development (CCD) points, checks your SCORE rating, renews your SPKK and STB alongside the PPK, and can reassess your grade. This guide covers the renewal in the order CIDB applies it: the 120-day window, the CCD table that sets how many years you get, the fees, the documents, the Green Card renewals for your site workers, and what happens if the certificate runs out.
Quick answer (as at October 2026): Under CIDB's Keperluan dan Prosedur Pendaftaran Kontraktor manual, a PPK is renewed online in CIMS from 120 days before it expires. CIDB renews for 1, 2 or 3 years depending on the CCD points collected during the current certificate, from 10 / 20 / 30 points for G1–G2 up to 40 / 80 / 120 points for G7. Renewal at the same grade costs 50% of the grade's annual registration fee plus a RM30 processing fee. Since 1 July 2024, G2–G7 renewals also need a SCORE rating. If the PPK expires first, you must file a re-registration (pendaftaran semula) at the full fee, and doing construction work without a valid PPK is an offence under section 25 of Act 520, with a fine of RM10,000 to RM100,000.
| Item | What CIDB's manual and notices say |
|---|---|
| When to file | From 120 days before the PPK expiry date, online in CIMS (manual para 3.3) |
| Renewal period | 1 to 3 years, decided by the CCD points collected during the current certificate (Table I) |
| Registration fee | 50% off the grade's annual fee when renewing at the same grade; the full new-grade fee if the grade changes at renewal (Table D) |
| Processing fee | RM30 per renewal; RM50 for a new registration or re-registration (Table A) |
| Processing time | 5 days from submission and payment of the processing fee (Table C) |
| Paying after approval | Within 14 days of the approval letter, or the application lapses |
| SPKK and STB | Must be renewed together with the PPK (para 3.3.5); SPKK carries no registration fee |
| SCORE | Compulsory for G2–G7 PPK renewals since 1 July 2024 (G1 is assessed under M-CORE) |
| If the PPK expires | File a re-registration: same conditions, full fee, RM50 processing, and no valid registration in between |
| Working unregistered | Section 25 of Act 520; fine of RM10,000 to RM100,000 on conviction |
Why the renewal matters more than the original registration
A new PPK is valid for two years from the date the registration fee is paid. Most first-time contractors spend those two years winning work and forget the date. Then three things arrive together: the PPK expiry, a main contractor asking for a current certificate before a progress payment, and a CIMS renewal form asking for CCD certificates the company never collected.
The renewal is also the only routine point at which CIDB reviews a company again. The manual says CIDB may reassess the grade, category and specialisation on the basis of what you declare at renewal. A company registered at G5 on RM250,000 of paid-up capital, which has since recorded losses or lost its qualified engineer, can come out of the renewal at a lower grade. That is a different risk from missing the date, and it needs different preparation.

The 120-day window and how to time it
Paragraph 3.3 of CIDB's manual describes a renewal as an application to extend the certificate, filed "sekurang-kurangnya 120 hari" before the PPK expires. Read literally, "at least 120 days before" sets a deadline, not an opening date. In practice, CIMS lets you start the renewal in the last 120 days. The safe reading of both is the same: treat day 120 before expiry as your filing date, not as the earliest moment you might think about it.
There are three reasons to file at the start of the window rather than in the last week:
- Processing is fast only for complete files. CIDB's 5-day processing time runs from a complete submission. A missing CCD certificate or an out-of-date EPF statement for a technical person sends the file back.
- You must pay within 14 days of approval. If the approval letter arrives while the finance director is away and nobody pays, the application lapses and you start again.
- The window is when you can combine an upgrade. If you also need a higher grade, CIDB lets you file the grade change together with the renewal when fewer than 120 days remain, so the new grade runs for the full renewal period. Our guide to upgrading a CIDB grade explains the capital and staff tests.
CCD points: the number that decides 1, 2 or 3 years
CIDB does not give every contractor the same renewal period. Under Table I of the manual, it grants one, two or three years according to the CCD points collected during the life of the current certificate. Only points earned by the company's owners, directors or employees on its payroll, or certificates awarded to the company itself, count.
| Grade | 1-year renewal | 2-year renewal | 3-year renewal |
|---|---|---|---|
| G1 and G2 | 10 points | 20 points | 30 points |
| G3 and G4 | 20 points | 40 points | 60 points |
| G5 and G6 | 30 points | 60 points | 90 points |
| G7 | 40 points | 80 points | 120 points |
The points come from Appendix 7 (Lampiran 7) of the manual. The common sources are:
- Courses, seminars and conventions run by CIDB or a government agency: 25 points for two days or more, 15 for a full day, 10 for a half day.
- The same events run by other organisers recognised by CIDB: 20, 10 and 5 points.
- Contractor management course at a CIDB-accredited centre (PLBK): 40 points for the 4–5 day course, 25 for the 2-day B28 course.
- Safety Induction for Construction Workers (SICW): 10 points. If a foreign worker attended, upload the worker's permit with the certificate.
- Integrity course: 10 points.
- Taking part in a CIDB assessment such as SCORE, SHASSIC or QLASSIC: 15 points.
A G7 contractor that wants three years needs 120 points, for example three two-day CIDB courses (75) plus a SCORE assessment (15), an integrity course (10) and two SICW certificates for site staff (20). That is easy over two years and hard in the last two months, because many CIDB courses fill up early.
What it costs: fees by grade
The PPK registration fee is charged per year of validity. Renewing at the same grade gives a 50% reduction; changing grade at renewal means paying the new grade's full fee. The SPKK has no registration fee. The table shows the annual fee from Table D of the manual and the resulting renewal cost, before the RM30 processing fee. CIMS shows the exact amount on the approval letter.
| Grade | Annual registration fee | Same-grade renewal, per year | 3-year renewal (fee only) | Renewal service |
|---|---|---|---|---|
| G1 | RM20 | RM10 | RM30 | CIDB G1 renewal |
| G2 | RM80 | RM40 | RM120 | CIDB G2 renewal |
| G3 | RM150 | RM75 | RM225 | CIDB G3 renewal |
| G4 | RM350 | RM175 | RM525 | CIDB G4 renewal |
| G5 | RM700 | RM350 | RM1,050 | CIDB G5 renewal |
| G6 | RM1,000 | RM500 | RM1,500 | CIDB G6 renewal |
| G7 | RM1,400 | RM700 | RM2,100 | CIDB G7 renewal |
The government fees are small. The real costs of a renewal are the CCD courses, the SCORE assessment for G2–G7, keeping qualified technical staff on the payroll, and the cost of a gap if the certificate expires before the renewal is approved.
The documents CIMS asks for at renewal
Table B of the manual lists the supporting documents for each type of application. For a renewal, the key items are:
- CCD evidence: course certificates, attendance certificates or letters for every point you claim. This is mandatory for renewals.
- Integrity and Contractor Code of Ethics course certificate (Kursus Integriti dan Kod Etika Kontraktor), for the first renewal only. An owner or director must attend and pass it within two years of the PPK being issued. The manual warns that a first renewal without it may not be considered.
- Business Management Competency Certificate (SKP), for the first renewal of G1–G3 contractors that registered without technical personnel. One owner or director must attend and pass the business management course.
- Facilities management certificates for companies holding category F at their first renewal after obtaining it.
- Company records: the latest annual return where shareholders are companies, or the latest financial statements for businesses registered outside the Companies Act (sole proprietors, partnerships, PLTs, Sabah and Sarawak businesses).
- Technical staff evidence: the people you registered must still be full-time and on your EPF statement (Borang A with receipt), or on SOCSO for staff over 55.
- Agency registrations that support your specialisations (for example Energy Commission or SPAN certificates), which must still be valid.
CIDB can audit a contractor under its Contractor Compliance Assurance programme, and the manual requires you to keep the original documents for three years from the date of the application. Uploading a certificate for a course nobody attended is a false declaration, not a shortcut.

SPKK, STB and SCORE: the certificates that ride on the PPK
Many contractors hold more than one CIDB certificate, and their expiry dates are linked.
SPKK (Sijil Perolehan Kerja Kerajaan). The government works procurement certificate runs from its approval date until the PPK expires, so it can never outlast the PPK. The manual requires SPKK to be renewed together with the PPK. Renewal conditions include, for G1, financial capacity of at least RM10,000; for G7, a valid SCORE certificate; and limits on equity changes. At G1, a new shareholder taking more than 49% of the capital voids the SPKK, with no new application allowed. If your company bids for government work, use our SPKK renewal service so the SPKK and PPK go in as one file.
STB (Sijil Taraf Bumiputera). The Bumiputera status certificate is issued by the Pusat Khidmat Kontraktor, not CIDB, but it depends on a valid SPKK, and CIDB's renewal flow asks you to renew it at the same time. Our guide to the STB requirements covers the 51% tests and the course PKK requires before an STB renewal.
SCORE. Since 1 July 2024, a SCORE assessment has been compulsory for PPK renewals by G2 to G7 contractors, while G1 contractors are assessed under M-CORE. SPKK holders also need a minimum star rating: three stars for G5–G7 and two stars for G2–G4 for a new SPKK. Book the assessment early: it takes time, and a weak rating is better fixed before the renewal than after.
Green Card renewal for your workers
This section covers renewal only. For a worker's first registration (the SICW course, CIMS categories, the RM35–RM135 fee table and Special Permission for site visitors), see our guide on how to apply for a CIDB Green Card in Malaysia.
The company's PPK is only half of a site's CIDB paperwork. Every construction worker needs a valid construction personnel registration, the CIDB Green Card, and those cards expire on their own cycle. Renewal is done in CIMS under Personel Binaan, either by the employer using its employer ID or by the worker with their own ID. Under CIDB's CIMS user manuals:
| Item | Green Card renewal rule |
|---|---|
| Where | CIMS → Personel Binaan → Kad Personel → Pembaharuan |
| Safety certificate | A valid SICW / e-SICW certificate (pulled automatically) or another CIDB-recognised safety passport (upload required) |
| Period, Malaysian workers | Choose 1 to 5 years |
| Period, foreign workers | Expiry follows the Immigration Department record of the worker's permit; a new passport number goes through its own flow |
| Payment | Online (FPX) within 30 days of the application |
| Identity check | If online verification fails, the worker visits a CIDB state or branch office for fingerprint verification |
| Card | A renewal does not issue a new physical card, except at the first renewal in CIMS of a card originally issued manually |
For foreign workers, the Green Card cannot run past the PLKS, so plan the Green Card renewal after the permit renewal, not before. Our CIDB Green Card renewal service handles batches for a whole site team, and the PLKS guide covers the permit side.

When the PPK has already expired
If the expiry date passes before you renew, the manual treats the application as a re-registration (pendaftaran semula). The conditions are the same as a renewal: you must meet the registration criteria and be free of disciplinary action, and the period is again one to three years depending on CCD points. But three things get worse:
- The fee. Re-registration sits with new registrations in Table D, so you lose the 50% renewal reduction, and the processing fee rises from RM30 to RM50.
- The gap. Between the expiry date and the approval of the re-registration, the company is not a registered contractor. Section 25 of Act 520 requires every contractor to be registered before it undertakes, carries out or completes construction work. On conviction, the fine is RM10,000 to RM100,000. In a case CIDB publicised in March 2024, a Selangor company was fined RM70,000 by the Shah Alam Sessions Court for carrying out construction work without a PPK.
- Everything that depends on the PPK. The SPKK ends with the PPK, so government tenders stop. Main contractors and project owners who check the CIDB register will see an expired registration, and most will not sign or pay an unregistered subcontractor.
Common mistakes we see at renewal
- Counting points from the wrong period. Only CCD points earned during the current certificate count. Points from a course before the last renewal do not carry forward.
- Forgetting the first-renewal courses. The integrity course, and for G1–G3 registered without technical staff, the business management course, must be done within two years of the first PPK. Many companies discover this when CIMS asks for the certificate.
- Technical staff who have left. If the engineer or diploma holder you registered is no longer on your EPF statement, CIDB can reassess your grade at renewal. Replace and update the record first, then renew.
- Capital eroded by losses. Grade capital is tested on paid-up capital or net worth, depending on the company type. A G5 company that slipped below the threshold should increase capital before the renewal, not after a downgrade.
- Renewing PPK but not SPKK and STB. CIDB expects them together. Leaving the SPKK for later leaves the company unable to bid for government work.
- Missing the 14-day payment deadline. Approval is not the end; payment within 14 days is.
- Treating Green Cards as the workers' problem. A worker with an expired card on site is a compliance problem for the contractor, and SICW certificates are also part of your CCD points.
A practical renewal checklist
| When | Action |
|---|---|
| 12 months before expiry | Total your CCD points against the grade table; book CIDB courses; for a first renewal, book the integrity course (and SKP if needed) |
| 6 months before | Book or renew SCORE (G2–G7); check SPKK conditions and STB status |
| 5 months before | Confirm technical staff are still employed and on EPF; check capital against the grade; decide whether to combine an upgrade |
| 120 days before | File the PPK renewal in CIMS with SPKK and STB; pay the RM30 processing fee |
| On approval | Pay the registration fee within 14 days; download the new certificate and send it to main contractors and clients |
| Ongoing | Track Green Card expiry for every worker; for foreign workers, renew after the PLKS |
If your group runs more than one contractor company, such as a G7 main contractor and a G3 company for smaller subcontracts, keep one renewal calendar for all of them. The broader rules on grades, capital and foreign shareholding are in our CIDB licence guide for foreign-owned contractors.

How ONEKEY BIZ handles a CIDB renewal
We start with an audit of the CIMS record: the expiry dates of the PPK, SPKK and STB, the CCD points already credited, the SCORE status, the technical staff and the capital against your grade. From that we give you the renewal period you can realistically get and the courses needed to reach the next band. We then prepare and file the renewal, follow up CIDB queries, and remind you of the 14-day payment deadline. For site teams, we batch the Green Card renewals against each worker's PLKS.
If your certificate expires within the next four months, WhatsApp us on +60 12-321 1349 or contact us with your CIDB registration number, and we will tell you within a day whether you are still in the renewal window, what is missing, and which of our CIDB G3, G5 or G7 renewal packages fits.
Frequently asked questions
How do I renew my CIDB registration?
Log in to CIMS and file a renewal (Pembaharuan) of the Contractor Registration Certificate (PPK) from 120 days before it expires, uploading CCD certificates, the integrity course certificate if it is your first renewal, technical staff EPF records and company records. Renew SPKK and STB in the same application. Pay the RM30 processing fee on submission and the registration fee within 14 days of approval.
How many CCD points do I need to renew CIDB?
Under Table I of CIDB's manual, G1 and G2 need 10, 20 or 30 points for a one-, two- or three-year renewal; G3 and G4 need 20, 40 or 60; G5 and G6 need 30, 60 or 90; and G7 needs 40, 80 or 120. Only points earned during the current certificate by owners, directors or employees count.
How much is the CIDB renewal fee?
Renewing at the same grade costs 50% of the grade's annual registration fee for each year approved, plus a RM30 processing fee. The annual fees are RM20 (G1), RM80 (G2), RM150 (G3), RM350 (G4), RM700 (G5), RM1,000 (G6) and RM1,400 (G7), so a three-year G7 renewal is about RM2,100 in registration fees. SPKK has no registration fee.
What happens if my CIDB licence has expired?
You file a re-registration (pendaftaran semula) instead of a renewal. The conditions are the same, but you pay the full registration fee and a RM50 processing fee, and the company is unregistered until it is approved. Carrying out construction work without a valid PPK breaches section 25 of Act 520, with a fine of RM10,000 to RM100,000 on conviction.
How do I renew a CIDB green card?
In CIMS under Personel Binaan, either the employer (with its employer ID) or the worker renews the construction personnel registration. A valid SICW or e-SICW certificate, or another CIDB-recognised safety passport, is required. Malaysians choose one to five years; for foreign workers the expiry follows the Immigration Department permit record. Pay online within 30 days.
