Overview

A CIDB grade lets a company undertake construction works in the private sector. To bid for government works — ministries, agencies and government-linked bodies — the company also needs the SPKK certificate. Contractors often discover this only when a government tender asks for it.

SPKK is layered on the contractor registration (PPK): the company must hold its CIDB grade first. The certificate lists named persons (penama). CIDB's usage conditions say only those named persons may be involved in tender and contract matters — signing contracts, collecting tender documents and attending site visits — and they must be Malaysian citizens.

Because the named persons drive who can act on a government tender, a change of director or key officer needs to be reflected before renewal. We check the named persons, the PPK validity and the company records together, so the SPKK does not lapse in the middle of a tender.

  • SSM company profile and constitution
  • Latest financial statements or bank statements

  • IC of each named person (Malaysian citizens)
  • Position in the company and role in tenders
  • SPKK is used only for government works procurement.
  • If the PPK lapses, the SPKK cannot be relied on — renew both on time.
