Quick answer

A CIDB Green Card is valid for a limited period — one to five years for MyKad holders, and no longer than the work permit for foreign workers — and must be renewed to keep working on site. Under Act 520 construction personnel must be registered to work on site, and a contractor or worker without a valid card may be fined up to RM5,000. CIDB fees are included in our fee.

Overview

A company's CIDB grade registers the company. It does not register the people. Every individual who works on a construction site — labourers, supervisors, technicians and foreign workers alike — must hold their own CIDB Construction Personnel Registration Card, known as the Green Card.

Before the card can be issued the worker must attend the Safety Induction for Construction Workers (SICW) course, which covers basic site safety and health. Registration then records the worker with CIDB, and the card is the evidence they are allowed to enter and work on site.

Cards expire. For Malaysians the registration runs between one and five years; for foreign workers holding a PLKS, employment pass or IMM13P it is limited by the permit's expiry date. Site inspections check card validity, and a lapsed card is treated the same as having none — which is why renewing a whole crew before expiry matters.

Documents you need to prepare

Each worker

  • MyKad (Malaysians) or passport with valid work permit (foreign workers)
  • Existing Green Card details
  • Recent photo
  • Employer details

Employer

  • Company CIDB registration details
  • List of workers to be registered or renewed
  • Applications and renewals are made online through CIMS (Construction Industry Management System), CIDB's portal at cims.cidb.gov.my.
  • Foreign workers' cards cannot run beyond their permit, so renew permits and cards together.
  • One card is needed per person — the company grade does not cover workers.
