Tender notices for Malaysian government works often list three certificates side by side: the CIDB PPK, the SPKK, and the STB. The first two come from the Construction Industry Development Board. The third, the Sijil Taraf Bumiputera, does not. It is issued by a different body, it tests something different, and it is the certificate most often misunderstood by Malaysian Chinese contractors, joint-venture partners and foreign groups who want to work alongside Bumiputera firms. This guide sets out what the STB is, the exact percentage tests, the time limits on G1, the 30% cap on foreign equity, the documents, the processing times, and what happens when the conditions stop being met.
Quick answer (as at October 2026): STB stands for Sijil Taraf Bumiputera, the Bumiputera Status Certificate that lets a contractor bid for government works reserved for or preferring Bumiputera firms. It is issued free of charge by the Pusat Khidmat Kontraktor (PKK) under the Ministry of Entrepreneur and Cooperatives Development (KUSKOP), through CIDB's CIMS portal, and only after the company holds a valid CIDB PPK and SPKK. For grades G2 to G7, Bumiputera individuals must hold at least 51% of the shares, the shareholder headcount, the board, key posts, EPF-contributing staff and cheque-signing control; for G1 every test is 100%. A Bumiputera–foreign joint venture is allowed at G2–G7 with foreign equity of no more than 30%. New applications take 21 working days including a premises visit; renewals take 7 working days.

What the STB is, and why CIDB does not issue it
The STB exists because of the government's work-distribution policy for Bumiputera development. The PKK guide anchors it in the Treasury procurement circular PK1.1 (paragraph 6(iv)), and the companion disciplinary document names the PKK, under paragraph 12.6 of the same circular, as the authority that assesses and grants Bumiputera status to works contractors and disciplines those who breach the conditions. CIDB registers you as a contractor under the CIDB Act 1994 (Act 520). The PKK decides whether that contractor is genuinely Bumiputera-owned and controlled.
The two systems share one portal. Every STB application is made online through CIMS at cims.cidb.gov.my, the same system used for PPK and SPKK, and the certificate is a virtual certificate the company prints itself. That is why many people describe it as "CIDB STB". The legal issuer and the officers who visit your premises, however, are from the PKK.
Two points in the guide's background section are worth knowing before you start. First, the application is free: the guide states the service is offered without any charge, and it encourages companies to file themselves. Second, approval does not oblige the government or the PKK to offer the company any contract. The STB is an eligibility key, not a pipeline of work.

Step zero: PPK and SPKK must already be valid
The PKK will not look at an STB application until the CIDB side is in order. The guide says the application must be made after the company has obtained or renewed its Perakuan Pendaftaran Kontraktor (PPK) and its Sijil Perolehan Kerja Kerajaan (SPKK). In practice that means three layers in sequence:
- PPK: CIDB contractor registration at a grade from G1 to G7, with the paid-up capital and technical staff that grade requires. Our CIDB licence guide sets out each grade's capital and tender limit.
- SPKK: the certificate that lets a registered contractor take government works. See our CIDB SPKK registration page for the requirements.
- STB: Bumiputera status recognition on top of the first two.
The order matters for changes too. Any change of grade, registered address, owner, shareholder, director, cheque signatory or certificate nominee has to be made at CIDB first; the PKK only accepts and processes the matching STB change after the CIDB record is updated.
The ownership and control tests, condition by condition
The heart of the STB is a list of "absolute conditions" (syarat-syarat mutlak) that the company must satisfy at all times, not just on the day it applies. The tests are cumulative. Passing the shareholding test but failing the staff test means no STB.
| Condition (PKK guide, para 3.2) | G2–G7 | G1 |
|---|---|---|
| (a) Shares held by Bumiputera individuals, and exceeding non-Bumiputera individuals' shares | ≥ 51% | 100% |
| (b) Number of shareholders who are Bumiputera individuals | ≥ 51% of headcount | 100% |
| (c) Board of directors | ≥ 51% Bumiputera | 100% |
| (d) Corporate majority shareholder | Must itself satisfy (a), (b) and (c) | |
| (e) Partnerships: individual partners | ≥ 51% Bumiputera | 100% |
| (f) Key posts | ≥ 51% Bumiputera | 100% |
| (g) EPF-contributing employees | ≥ 51% Bumiputera | 100% |
| (h) Financial control: cheque signatories and overdraft guarantors | ≥ 51% Bumiputera | 100% |
| (i) Cheque signatories and certificate nominee | Must be a director, shareholder or EPF-contributing employee of the company | |
Three of these tests catch people out. Condition (b) counts heads as well as shares: a company with one Bumiputera holder at 60% and two non-Bumiputera holders at 20% each passes (a) but fails (b), because only one of three shareholders is Bumiputera. Condition (d) looks through a corporate shareholder, so a holding company cannot be used to hide control. Condition (h) reads the bank mandate: if the bank requires a non-Bumiputera director to co-sign every cheque, the PKK will treat financial control as shared. That is why the mandatory documents include a bank confirmation letter stating the signing conditions.
G1 Bumiputera: time limits and the one-way door
G1 contractors face the strictest version of the rules and a time limit. Under conditions (j) to (m):
- A company that first obtained Bumiputera status after 1 September 2019 may stay in G1 for a maximum of 12 years.
- An existing G1 Bumiputera company registered before 1 September 2019 and registered for more than 20 years is allowed only two renewals, each valid for six years.
- An existing G1 Bumiputera company registered for less than 20 years may stay up to 26 years from its registration date, after which it must move to a higher grade.
- Companies may move up or down grades, except down into G1 Bumiputera.
CIDB defended the upgrade rule in a 2 July 2022 statement, saying it gives a new generation room to enter government works and makes experienced Bumiputera contractors more competitive. It also noted that a G2 contractor can take projects worth RM200,001 to RM500,000. For a G1 company approaching its limit, the practical step is a CIDB grade upgrade to G2, which needs RM25,000 paid-up capital and the matching technical staff. Our CIDB G2 registration page lists what that involves.

Non-Bumiputera and foreign partners: what is allowed
This is the section most of our clients need. The STB does not bar non-Bumiputera or foreign participation outright, but it sets hard ceilings.
| Structure | Allowed for STB? | Condition |
|---|---|---|
| Malaysian Chinese or Indian minority shareholder (G2–G7) | Yes | Bumiputera individuals keep ≥ 51% of shares and of headcount, board, key posts, staff and signing control |
| Bumiputera–foreign joint venture (G2–G7) | Yes | Company incorporated in Malaysia; foreign equity ≤ 30%; board, management and staff follow the equity proportions (conditions (n) and (o)) |
| Any non-Bumiputera or foreign holder in G1 | No | G1 requires 100% Bumiputera on every test; foreign JV not allowed |
| Sharing premises with a non-Bumiputera company | No | Guide para 5(e) |
| Sharing premises with another Bumiputera contractor | Yes, with limits | Must be a different grade; staff may not be shared (para 5(c)–(d)) |
For a foreign group, the 30% cap is the number that decides the structure. It sits well below the 49% many people assume. A foreign technology or equipment partner who wants more economic exposure usually takes it through a supply or subcontract arrangement with the STB company, not through the share register. Any such arrangement still has to respect the subcontracting limits in the government contract.
The premises rule surprises Malaysian Chinese contractors more often. A Bumiputera-majority company cannot operate out of the same office as a non-Bumiputera associate company, even if the two are related. The PKK officer's visit will look at signage, staff and activity at the declared address.
Documents: what to upload in CIMS
Appendix B of the guide splits the documents by application type. All documents must be current within the year of application, and the PKK may reject an application if a mandatory document is missing.
| New application | Renewal |
|---|---|
| MyKad and birth certificate of every director, equity holder (including individuals behind corporate holders), cheque signatory and certificate nominee | Bank confirmation letter (current year) |
| Bank confirmation letter on the PKK form, stating signatories and signing conditions | SSM e-Info or SSM-certified annual return where shares are held by a company |
| SSM e-Info or SSM-certified annual return where shares are held by a company | EPF Statement A, if a signatory or nominee is not a director or shareholder |
| EPF Statement A, if a signatory or nominee is not a director or shareholder | Certificate of the PKK course attended |
| Company organisation chart | |
| Statutory declaration of employment, if anyone works for the government | |
| Stamped partnership agreement for G2 and above where there are non-Bumiputera partners | |
| Sabah: Form B business licence. Sarawak: Form I and CAP 64 |
A change of particulars needs no supporting documents in the STB module, but remember the CIDB change has to be approved first. Listed companies also need a MITI letter confirming Bumiputera Controlled Public Listed Company (BCPLC) status. If you need certified copies of SSM documents for the pack, see our guide to who can certify a true copy.

Process, premises visit and processing time
- Confirm PPK and SPKK are valid, and that CIDB records match the current SSM records.
- Check the nine conditions against the share register, the board, the organisation chart, the EPF statement and the bank mandate. Fix gaps before filing, because a rejected change of particulars voids the existing STB.
- Update the CIMS company profile with the operating address and a contactable phone number. The PKK uses these to arrange the premises visit.
- File the STB application in CIMS and upload the Appendix B documents.
- Premises visit by a PKK officer for new applications (except G1 Bumiputera registered from 1 September 2019), operating-address changes, upgrades out of post-2019 G1 Bumiputera, and any case of reasonable doubt. The premises must show the company actively operating at the grade applied for, and may not be in government quarters.
- Print the virtual certificate from CIMS. Its validity is the date shown on the certificate.
| Application type (customer charter, para 6) | Processing time after complete documents |
|---|---|
| New STB | 21 working days, including the premises visit |
| Renewal or change of particulars | 7 working days |
| Renewal or change needing a premises visit | 21 working days |
| G1 Bumiputera (new, renewal or change) | 3 working days |
To renew, the company must have attended at least one PKK course during the current validity period. Build that into your calendar early, because without the course certificate the renewal cannot be filed. Our CIDB STB application service handles the structure review, the PKK course reminder and the CIMS filing together.
Disciplinary action: what can cost you the STB
The PKK's disciplinary schedule applies to the STB itself, often alongside an SPKK suspension. The main entries:
| Offence | Action on the STB |
|---|---|
| Falsifying or hiding information to obtain Bumiputera status | Withdrawn; no new application for 1 year |
| Allowing another person or company to use the STB | Suspended 2 years |
| Failing to comply with Bumiputera status conditions | Warning or show-cause; suspended 2 years or until compliant |
| Withdrawing before the tender result / after the contract is offered | Suspended 1 year / 2 years, in line with SPKK suspension |
| Subcontracting or assigning the contract | Suspended 2 years |
| Breaching a suspension | Withdrawn; directors or owners blacklisted 3 years |
| Judgment debtor, bankruptcy, receivership or liquidation | Withdrawn until resolved |
Note the STB-specific twist on ordinary corporate events. A share transfer that brings a non-Bumiputera holder above the thresholds is a breach the day it is registered, even if no tender is running. Plan any transmission or transfer of shares with the STB conditions in mind.
STB is not the MOF Bumiputera status
The Ministry of Finance runs a separate supplier registration for goods and services, with its own Bumiputera status recognition, through ePerolehan. That certificate does not replace the STB for works, and the STB does not qualify you as a Bumiputera supplier of goods or services. If a company supplies materials and also builds, it may need both, each with its own rules and portal. Check which one the tender document actually asks for.

Common mistakes and how to decide
- Applying before SPKK. The PKK will not process it. Sequence PPK, SPKK, then STB.
- Counting shares but not heads. Condition (b) is a headcount test.
- Ignoring the EPF statement. 51% of EPF-contributing staff must be Bumiputera; foreign workers who contribute to EPF also appear on Statement A and count in the denominator.
- A bank mandate with a non-Bumiputera veto. Rewrite the signing conditions before you file.
- Changing directors at SSM and forgetting CIDB and PKK. CIDB changes are due within 30 days, and the STB change follows only after CIDB approves. A rejected STB change voids the old certificate.
- Missing the PKK course. No course certificate, no renewal.
How to decide. If you are a Bumiputera-majority contractor targeting government works, the STB is free and worth having once your SPKK is in place. If you are a Malaysian Chinese or foreign partner, decide first whether you need to be inside the STB company (as a minority, foreign equity capped at 30%) or alongside it as a supplier or specialist subcontractor holding your own CIDB grade. If you are bidding for LSS6's Bumiputera packages or other reserved programmes, the same ownership logic applies in a different scheme; see our Energy Commission licence guide. Frequently asked questions
What is STB in CIDB, and what is its full form?
STB stands for Sijil Taraf Bumiputera, the Bumiputera Status Certificate. It recognises that a works contractor is genuinely Bumiputera-owned and controlled, so it can bid for government works reserved for or preferring Bumiputera contractors. Although it is applied for through CIDB's CIMS portal, it is issued by the Pusat Khidmat Kontraktor (PKK) under the Ministry of Entrepreneur and Cooperatives Development (KUSKOP), and only after the company holds a valid CIDB PPK and SPKK.
What are the requirements for STB?
For grades G2 to G7, Bumiputera individuals must hold at least 51% of the shares and make up at least 51% of the shareholders by headcount, the board, key posts, EPF-contributing employees and cheque-signing and overdraft-guarantor control. A corporate majority shareholder must itself meet the share and board tests. For G1 every test is 100%. Cheque signatories and the certificate nominee must be directors, shareholders or EPF-contributing staff, and the premises must show the company actively operating at its grade.
Can a foreign or non-Bumiputera company get an STB?
Not on its own. Non-Bumiputera Malaysians can be minority shareholders in a G2–G7 STB company as long as every 51% test is still met. A Bumiputera–foreign joint venture incorporated in Malaysia is allowed at G2–G7 if foreign equity is no more than 30%, with the board, management and staff following the equity proportions. G1 STB companies must be 100% Bumiputera, and an STB company may not share premises with a non-Bumiputera company.
How long does STB approval take, and is there a fee?
Under the PKK customer charter, a new STB takes 21 working days after complete documents, including the premises visit. Renewals and changes of particulars take 7 working days, or 21 if a premises visit is needed, and G1 Bumiputera applications take 3 working days. The PKK charges no fee for the STB; the CIDB fees for the PPK and SPKK still apply.
How do I renew my STB?
Renew through CIMS after the PPK and SPKK have been renewed. You need a current-year bank confirmation letter, SSM e-Info or a certified annual return where shares are held by a company, EPF Statement A if a signatory or nominee is not a director or shareholder, and the certificate of a PKK course attended during the current validity period. Without the course certificate the renewal cannot proceed.
