Petaling Jaya, Subang Jaya, Shah Alam and Cyberjaya are where many foreign companies put their first Malaysian office, showroom, warehouse or data team. Four different councils license those four places, and each one runs a different application process: MBPJ is fully online and answers within 24 working hours, MBSJ approves some licences in a day and others in 14, MBSA still takes paper applications at the counter, and MP Sepang sorts applications into instant, 14-working-day and 30-working-day tracks. This guide explains how to apply for a new business licence at each of them in 2026: which council covers your address, the documents each one asks for, how long approval takes, what it costs, and the mistakes that send applications back.
Quick answer (as at October 2026): A company trading from premises in Petaling Jaya needs a composite premise-and-signboard licence from Majlis Bandaraya Petaling Jaya (MBPJ), applied for only through eLesen (elesen.mbpj.gov.my), with feedback within 24 working hours. Subang Jaya, USJ, Puchong and Seri Kembangan are licensed by MBSJ through Ezy MBSJ: 1 day for instant licences, 14 days for normal ones. Shah Alam is licensed by MBSA, where applications are still submitted at the Wisma MBSA counter with four copies of each document and a processing fee of RM50 (business) or RM100 (industrial). Cyberjaya, Dengkil and Salak Tinggi fall under MP Sepang, which processes licences instantly, in 14 working days or in 30 working days depending on the activity.
| Council | Main areas | How to apply | Published processing time |
|---|---|---|---|
| MBPJ — Petaling Jaya City Council | Petaling Jaya, Damansara corridor, Kelana Jaya, Sungai Way, Kota Damansara | eLesen only (elesen.mbpj.gov.my) | Feedback within 24 working hours; permanent licence after site inspection and committee |
| MBSJ — Subang Jaya City Council | Subang Jaya, USJ, Puchong, Seri Kembangan, Serdang Raya, Kinrara, Putra Heights | Ezy MBSJ portal → Permohonan Lesen (eLesen) | Instant online licence: 1 day. Normal category: 14 days. Entertainment licence: 30 days |
| MBSA — Shah Alam City Council | Shah Alam, Setia Alam, Kota Kemuning, Sungai Buloh, Shah Alam industrial areas | Paper form at Wisma MBSA counter; status check at elesen.mbsa.gov.my | Not published on the licensing page |
| MP Sepang — Sepang Municipal Council | Cyberjaya, Salak Tinggi, Dengkil, Sungai Pelek, KLIA area | Online system ekl.mpsepang.gov.my and counter | Instant, 14 working days or 30 working days, by activity |
Which council licenses your address?
SSM registration and a council licence are two separate layers. SSM creates the company; the council licenses one address for one set of activities. A Sdn. Bhd. with an office in Petaling Jaya and a warehouse in Shah Alam needs two licences from two councils, even though it has only one SSM number.
The council names follow the cities, but the boundaries do not follow postcodes or the names developers give their projects. Three boundaries confuse people more than any others:
- Serdang and Seri Kembangan. Central Seri Kembangan, including Taman Serdang Raya and Taman Bukit Serdang, sits under MBSJ. The eastern side, including Taman Desa Serdang and Balakong, sits under Majlis Perbandaran Kajang (MPKj). One "Serdang" address can therefore belong to either council.
- Puchong. Puchong, including Bandar Puteri and Puchong Jaya, is MBSJ territory. Addresses on the edges of Puchong that border other districts are worth checking unit by unit.
- Cyberjaya. Cyberjaya is a planned city, but it does not have its own council. It is part of Sepang district and licensed by MP Sepang, together with Salak Tinggi, Dengkil and the KLIA area.
The reliable test is the assessment bill (cukai taksiran or cukai pintu) for the unit. Whichever council issues that bill is the council that will license the business. Ask the landlord for a recent bill before you sign the tenancy. It also tells you whether the assessment is paid, because unpaid assessment is one of the reasons councils hold up applications.

What every application needs, whichever council you apply to
All four councils license businesses under the Local Government Act 1976 (Act 171) and their own Undang-Undang Kecil Pelesenan Tred, Perniagaan dan Perindustrian by-laws, most of them made in 2007. The core file is therefore much the same everywhere:
- the company's SSM documents, including the current list of directors and shareholders;
- a copy of the applicant's MyKad or passport. MBSA asks for passports and work passes of non-citizens to be verified;
- the stamped tenancy agreement (the key pages) or the sale and purchase agreement;
- a floor plan sketch with measurements;
- colour photographs of the inside of the premises showing the activity, and of the outside showing the neighbouring units;
- a location plan;
- a coloured signboard visual with the wording already approved by Dewan Bahasa dan Pustaka (DBP);
- the occupancy document for the building (CCC or CF), plus any sector licence the activity needs.
An MBSJ business licence or an MBPJ one is not issued to a business that has not yet been registered. Incorporate first, then apply. If the person signing the application is not a director, prepare an authorisation letter on the company letterhead. MBPJ has accepted applications from company representatives with such a letter since October 2020.
MBPJ: how to apply for a business licence in Petaling Jaya
MBPJ's guide to composite premise and advertisement licences (last updated October 2024) says the composite licence must be applied for through eLesen. There is no paper route for a standard application. To make an MBPJ business licence application, the process runs in five steps:
- Register as a user. Only directors, owners or the company secretary as registered with SSM may register, plus a representative holding an authorisation letter in MBPJ's format. Have ready a copy of the IC or passport, the SSM documents, an email address, a mobile number that can receive SMS, a residential address and, if needed, the authorisation letter.
- Find the activity and fill in the form. Choose the main activity, the company name and any additional activities. If your activity is not listed, MBPJ asks you to call or email smartlesen@mbpj.gov.my so that it can be mapped correctly. Choose carefully: the licence covers the activity you name and nothing else.
- Upload the documents. PDF files may be up to 5 MB each and JPG or PNG files up to 2 MB each.
- Save the acknowledgement slip. It carries the application number (EL-…) and a QR code for tracking. MBPJ says every application receives feedback within 24 working hours. The slip is not a licence and cannot be used at the premises.
- Pay and print. Once approved, the licence fee is paid online and the licence printed. Any deposit (cagaran) is paid through epay.mbpj.gov.my using the deposit account number shown in the status menu.
The status labels tell you where the file is. Pra Kelulusan means the licence is approved before the site inspection, and you can already pay and print a permanent licence, temporary licence or acknowledgement card. Lulus means the inspection is done and the committee has approved. Tidak Lengkap means documents are missing. Tangguh (deferred) is often about money, such as an unpaid parking or deposit bill.
Some activities need extra approvals before MBPJ will issue a licence. Under MBPJ committee decision No. 8 of 2024, these extra documents must also bear the issuing agency's verification stamp:
| Activity (MBPJ list) | Extra document or location rule |
|---|---|
| Hypermarket, supermarket, department store, specialty store or distributive trade with a non-citizen owner | Distributive trade committee approval (KPDN, i.e. the WRT approval) and planning permission from MBPJ |
| Tuition, language, computer or skills centre | Approval from the Selangor State Education Department (JPN) |
| Kindergarten, childcare centre, private school, college | Sector approval, CCC/CF, planning permission and, for kindergartens and childcare, Bomba approval |
| Hotel or budget hotel | Planning permission, CCC/CF, Bomba approval letter, photos of the OKU room and toilet |
| Printing | Printing press licence from KDN; industrial lots only |
| Chemical, toxic, flammable or scheduled-waste store; chemical laboratory | List of safety data sheets, worker safety policy, list of PPE for all workers |
| Vehicle workshop; used car sales | Industrial areas only |
| Any activity in a residential zone | Planning permission from MBPJ |
| Renovation, extension or change of use of the building | Planning permission and a structure permit from MBPJ |
Petaling Jaya has one special case. Under MBPJ's Program Pemutihan 2.0, businesses in Old Town Petaling Jaya, Kampung Cempaka and Sungai Way can obtain a temporary licence without a Certificate of Fitness. The applicant signs a statutory declaration confirming that the structure is existing and unaltered and that no road or utility reserve is encroached, and must carry public liability insurance of at least RM100,000. The temporary licence lasts two years, with no automatic right to renewal.
MBSJ: Ezy MBSJ and the 1-day versus 14-day tracks
MBSJ runs new applications through its Ezy MBSJ portal. The council's own procedure chart walks through it: log in or register on Ezy MBSJ, choose Lesen / Permit, then Permohonan Lesen (eLesen), then Permohonan Lesen Perniagaan dan Iklan, read and download the user manual, and submit under "Step 4". For an MBSJ business licence application, the most useful thing to know is the council's client charter, because it shows which track your activity will take:
| MBSJ client charter item | Approval time |
|---|---|
| Business and advertisement licence — instant online (Online Serta Merta, OSM) | 1 day |
| Business and advertisement licence — instant six-month licence (Serta Merta Enam Bulan, SM6B) | 1 day |
| Business and advertisement licence — normal category | 14 days |
| Entertainment licence | 30 days |
| Entertainment permit | 14 days |
| Temporary advertisement permit (bunting) / banners, balloons, giant banners | 5 days / 1 day |
Low-risk activities in properly approved commercial buildings, such as offices, most retail and most services, are the ones that qualify for the instant tracks. Food premises, health and beauty centres, entertainment and anything needing another agency's approval go into the normal or longer tracks, with a site inspection. MBSJ's licensing department can be reached at 03-8026 3173 or pelesenan@mbsj.gov.my. Visits to the counter at MBSJ headquarters need an online appointment first.

MBSA: Shah Alam still runs on paper
MBSA's composite licence combines the premise licence and the advertisement licence for both businesses and industries. Its licensing page (checked October 2026) describes a counter process, not an online one:
- Collect the application form (the current version is dated January 2026) from the Gerbang Perkhidmatan Shah Alam counter on the ground floor of Wisma MBSA, or from the branch offices in Sungai Buloh, Kota Kemuning or Setia Alam.
- Complete it and attach four copies of each document.
- Submit it at the Gerbang Perkhidmatan counter, Wisma MBSA. Track progress online at elesen.mbsa.gov.my.
The document list follows the general pattern: SSM documents, IC copy, CCC or CF and any building permit, and three drawings in MBSA's format — the signboard visual (Rajah A), the location plan (Rajah B) and the floor plan (Rajah C). The SSM items on MBSA's list still use the old form numbers (Form 9, Form 49, Form 13). Since the move to SSM's Companies Registration System, bring the current company profile and certificate that show the same information.
The published fees are a processing fee of RM50 for a business licence and RM100 for an industrial licence, payable by credit card or bank draft at the counter. Higher-risk categories also carry a deposit: RM1,000 for a beauty centre (with an annual fee of RM100 to RM500 by floor area) and RM2,000 for a health-care centre (RM100 per 10 m²). Rejected applicants can use MBSA's appeal form. The licensing unit is on level 13 of Wisma MBSA (lesen@mbsa.gov.my, 03-5510 5133). For an MBSA business licence application for a factory, assume the council will look closely at land use and fire safety before anything else.
MP Sepang: Cyberjaya, Dengkil and the three processing tracks
MP Sepang states that every application is processed on the basis of a complete file that meets the licensing conditions, and it publishes three processing tracks:
- Instant (serta merta) — trade and business licences that qualify for instant approval.
- 14 working days — trade, business and industrial licences in general.
- 30 working days — market, hawker, advertisement and table-and-chair permits; changing or adding an address, and changing the company name, the licensee or the ownership; entertainment and sports events; stage performances; and entertainment premises, snooker and video outlets.
The 30-working-day category matters more than it looks. A Cyberjaya company that changes its name or moves to another unit is not "updating" its licence. It is filing an application that MP Sepang processes on the slowest track, so plan the change before the move. For an MP Sepang business licence application, the online system is ekl.mpsepang.gov.my, the same portal used for renewals. MP Sepang posted a maintenance disruption notice for it on 18 September 2026, so keep the counter as a fallback. Hotels and serviced apartments in Sepang should also read the Selangor sustainability fee (Fi Kelestarian) guidelines that MP Sepang publishes on the same licensing page.
Renewal is a separate process. MP Sepang's 2027 renewal window runs from 1 October to 31 December 2026 through ekl.mpsepang.gov.my, and it warns that businesses that fail to renew face enforcement. If you already hold a licence, use our MP Sepang licence renewal service or read our Selangor business licence renewal guide for 2027.

The signboard is licensed with the premises
In every one of these councils the signboard is licensed as part of the composite licence. MBPJ states it plainly: an advertisement licence cannot be applied for on its own without the premise licence. That means the signboard wording has to be settled before you apply, not after the shop opens. MBPJ's signboard conditions are the most detailed published set:
- the wording must first be approved through DBP's online Sah Bahasa service;
- Malay must appear, alone or with other languages, with Malay letters 30% larger than other languages and given priority in position. MBPJ's guide uses this 30% figure, while the national PLANMalaysia guideline says other languages may be at most three-quarters the height of the Malay text;
- registered company names and trade marks need not be translated;
- the company name and SSM number go in the bottom right corner, and "MBPJ / account number / year approved" in the bottom left;
- the visual must be in colour (hand sketches and black-and-white prints are rejected); no blinking lights; no covering windows;
- on shophouses, the sign may project no more than 600 mm if at least 2.75 m above the road, or 1,200 mm if at least 5 m above it.
We cover the DBP rules in our guide to Malaysia's signboard language rules.
What it costs and how long it takes
| Item | Amount or time | Source |
|---|---|---|
| MBPJ signboard, unlit, up to 8 m² | RM100 a year + RM10 per extra m² | MBPJ signboard conditions |
| MBPJ signboard, lit, up to 8 m² | RM150 a year + RM15 per extra m² | MBPJ signboard conditions |
| MBSA processing fee | RM50 business / RM100 industrial | MBSA composite licence page |
| MBSA deposit, beauty centre / health-care centre | RM1,000 / RM2,000 | MBSA composite licence page |
| MBPJ first response | Within 24 working hours | MBPJ eLesen guide (Oct 2024) |
| MBSJ approval | 1 day (instant) / 14 days (normal) / 30 days (entertainment) | MBSJ client charter |
| MP Sepang approval | Instant / 14 working days / 30 working days | MP Sepang licensing page |
| Licence period | Usually to 31 December of the year (MBPJ by-law 6); Act 171 s.107(4) allows up to 3 years | MBPJ by-laws 2007; Act 171 |
| Trading without a licence (MBPJ by-laws) | Fine up to RM2,000 or 1 year, or both; RM200 a day if continuing; compound up to RM1,000 | MBPJ by-laws 46–47 |
The annual licence fee itself depends on the activity and floor area under each council's fee schedule, so we do not quote a single figure. In practice, the larger cost is time: a CCC problem, a missing sector approval or a rejected signboard visual can add weeks, and the premises cannot trade lawfully in the meantime. A licence issued in, say, August under a calendar-year council still expires on 31 December, so a new business may face its first renewal within months.
What foreign-owned companies get asked for
A foreign-owned Sdn. Bhd. applies for a council licence exactly as a local company does, but three points come up repeatedly:
- Distributive trade. MBPJ asks a non-citizen-owned supermarket, department store, specialty store or distributive trade business for the KPDN distributive trade committee approval before licensing it. If your company is more than 50% foreign-owned and will sell goods, see our guide to the WRT licence and 100% foreign ownership.
- Foreign directors as applicants. A foreign director can register on eLesen or Ezy MBSJ with a passport. Councils may ask for the passport and work pass to be verified (MBSA's checklist says so expressly), so a director who is outside Malaysia often signs an authorisation letter and lets a local representative or the company secretary handle the file.
- The licence feeds other approvals. Banks, landlords, CIDB, KPDN and the Immigration Department may all ask for a current premise licence. Apply as soon as the tenancy is stamped, not when the first Employment Pass application asks for it.

A practical sequence for a new Klang Valley premises
- Before signing: get the assessment bill (to confirm the council), the CCC or CF and the land-use category from the landlord.
- Week 1: stamp the tenancy, prepare the floor plan and get the signboard wording approved by DBP.
- Week 1–2: collect any sector approvals the activity needs (KPDN, JPN, Bomba, KDN and so on). These usually take longer than the council licence.
- Week 2: submit through eLesen (MBPJ), Ezy MBSJ (MBSJ), the counter (MBSA) or ekl.mpsepang.gov.my (MP Sepang).
- After approval: pay, print and display the licence and the premises sticker, and diarise the renewal window (usually October to December).
If the premises is in Klang, Kajang or Selayang instead, see our Klang, Kajang and Selayang business licence guide. For Kuala Lumpur and an overview of all council licences, see our business premise licence guide.
Do it yourself, or hand it over?
MBPJ and MBSJ have made standard applications genuinely self-service, and a local director with a clean commercial unit can usually manage them. It is worth getting help when the activity needs other agencies' approvals, when the building's CCC or land use is uncertain, when the directors are overseas, or when you are opening in several councils at once and need the licences to land before staff, stock and a work-pass application. ONEKEY BIZ handles business licence applications with MBPJ, MBSJ, MBSA and MP Sepang, together with DBP signboard approval and the company secretarial changes that come with a move. Frequently asked questions
How do I apply for an MBPJ business licence?
Apply online through eLesen (elesen.mbpj.gov.my) — MBPJ requires composite premise and signboard licences to be applied for there. Register as a user (director, owner, company secretary, or a representative with an authorisation letter), choose the activity, upload the IC or passport, stamped tenancy, floor plan, photos, SSM documents and DBP-approved signboard visual, and save the acknowledgement slip. MBPJ says it responds within 24 working hours; once approved you pay and print the licence online.
How long does an MBSJ business licence take?
MBSJ's client charter gives 1 day for instant online licences (OSM) and instant six-month licences (SM6B), 14 days for the normal category, 30 days for an entertainment licence and 14 days for an entertainment permit. Low-risk activities in approved commercial buildings usually qualify for the instant tracks; food, health and beauty, entertainment and activities needing other approvals go into the normal track with a site inspection.
Can I apply for an MBSA business licence online?
As at October 2026, MBSA's composite licence page describes a counter process: collect the form at Wisma MBSA or the Sungai Buloh, Kota Kemuning or Setia Alam branch, attach four copies of each document, and submit at the Gerbang Perkhidmatan counter in Wisma MBSA. You can check the status online at elesen.mbsa.gov.my. The processing fee is RM50 for a business licence and RM100 for an industrial licence.
Which council issues business licences in Cyberjaya?
Majlis Perbandaran Sepang (MP Sepang). Cyberjaya has no council of its own; it is part of Sepang district, together with Salak Tinggi, Dengkil and the KLIA area. MP Sepang processes licences instantly, in 14 working days or in 30 working days depending on the activity, and changes of address, company name or ownership are 30-working-day applications.
Serdang is under which majlis perbandaran?
It depends on the exact address. Central Seri Kembangan, including Taman Serdang Raya and Taman Bukit Serdang, is under Majlis Bandaraya Subang Jaya (MBSJ), while the eastern side, including Taman Desa Serdang and Balakong, is under Majlis Perbandaran Kajang (MPKj). The reliable test is the assessment (cukai pintu) bill for the unit: the council that issues it is the council that licenses the business.
