Overview
Under the Construction Industry Development Board Act 1994 (Act 520), any company that carries out construction works in Malaysia must be registered with CIDB. Registration is by grade, and each grade caps the value of a single project you may take on: G1 ≤RM200k (RM10k capital) · G2 ≤RM500k (RM25k) · G3 ≤RM1m (RM50k) · G4 ≤RM3m (RM150k) · G5 ≤RM5m (RM250k) · G6 ≤RM10m (RM500k) · G7 unlimited (RM750k).
Grade G7 is the top grade with no limit on project value — required for the largest private and public contracts. The two gates are paid-up capital — at least RM750,000, shown in the company's bank statements or audited accounts — and technical personnel, whose qualification and experience requirements rise with the grade. Applying for a grade the company cannot yet evidence is the most common reason for rejection.
Registration is not permanent. It is renewed for one to three years depending on the CCD (Continuous Contractor Development) points accumulated, and Grade G7 requires 40 points for each year of registration. Workers on site also need their own CIDB Green Cards, and government works need SPKK in addition to the grade.

Where G7 sits, and what it actually buys you
CIDB grades a contractor by the maximum value of the project it may tender for, and G7 is the top of that ladder: it is the only grade with no project-value ceiling. Everything below it is capped — G6 stops at RM10 million, G5 at RM5 million — so a contractor that keeps being invited to price work above its ceiling is losing tenders on paperwork rather than on capability.
The price of that ceiling is paid-up capital of RM750,000, genuinely allotted and filed with SSM rather than parked in an account on the day of inspection. G7 also carries the heaviest technical-personnel requirement of any grade: two degree holders, one of them with at least five years of relevant experience — or a diploma holder and a degree holder, both with at least five years.
Those two people have to be real employees, and CIDB verifies it. Borrowing a qualified name for the application is the single most common reason a G7 file is rejected or later revoked, and it is also the reason a legitimate applicant should build the hiring into the plan well before the capital is raised.

Registering straight into G7, and what CIDB looks at
There is no rule that forces a contractor to climb one grade at a time, and a well-capitalised company with the right technical staff can register directly at G7. What CIDB weighs is whether the application is coherent: capital, personnel, specialisation codes and the work the company can evidence should describe the same business.
Specialisation codes deserve more attention than they usually get. Registration is granted for specific categories and specialisations — B for building, CE for civil engineering, ME for mechanical and electrical, and their sub-codes — and a tender will be checked against them. A G7 registered in the wrong specialisation is as blocking as a G3 registered in the right one.
Then there is the SPKK. The Sijil Perakuan Pendaftaran Kontraktor is the registration certificate itself, and the personnel behind it — including the Green Card requirement for site workers — is a separate, ongoing obligation rather than a one-off at registration.
