What is CIDB Malaysia?
The Construction Industry Development Board Malaysia, commonly known as CIDB (Lembaga Pembangunan Industri Pembinaan Malaysia), is a statutory body established under the Ministry of Works Malaysia (Kementerian Kerja Raya).
CIDB was set up under the Construction Industry Development Board Act 1994 (Act 520) with a core mandate: to regulate, develop, and improve the standards of Malaysia's construction industry.
Any company or individual that wishes to undertake construction work in Malaysia — whether a local firm or a foreign entity — must be registered with CIDB before commencing any project.
"Operating a construction business in Malaysia without valid CIDB registration is a criminal offence under Act 520."
Operating without a valid CIDB registration is not just a regulatory oversight — it is a criminal offence that carries penalties including fines, project stoppage orders, and legal action. In short, if your company is in any way involved in construction work in Malaysia, CIDB registration is non-negotiable.
Who Needs CIDB Registration?
CIDB registration is mandatory for any entity involved in construction-related work in Malaysia. This includes:
- Main contractors undertaking building, civil engineering, or infrastructure projects
- Sub-contractors providing specialised construction services (electrical, plumbing, piling, etc.)
- Mechanical & electrical (M&E) engineering firms
- Interior design and renovation companies (depending on project size and scope)
- Foreign construction companies setting up operations in Malaysia
- Joint venture companies where one party is involved in construction
Do You Need CIDB If You Are a Consultant?
Purely consultancy firms (architects, engineers, quantity surveyors) who do not undertake physical construction work are generally not required to register with CIDB. However, if your firm also manages or executes construction works, CIDB registration becomes mandatory. When in doubt, consult a professional.
CIDB Contractor Grades — G1 to G7 Explained
One of the most important aspects of CIDB registration is understanding the grading system. CIDB classifies all registered contractors into 7 grades — from G1 (smallest) to G7 (largest) — based on three key criteria: paid-up share capital, technical personnel qualifications, and track record of completed projects.
Your CIDB grade directly determines the maximum value of construction contracts you are legally permitted to undertake. Getting the grade wrong means either leaving money on the table or being disqualified from tenders you should have won.
| Grade | Min Paid-Up Capital | Max Contract Value | Suitable For |
|---|---|---|---|
| G1 | RM 5,000 | RM 200,000 | Very small local contractors, minor works |
| G2 | RM 25,000 | RM 500,000 | Small local contractors |
| G3 | RM 50,000 | RM 1,000,000 | Small to medium contractors |
| G4 | RM 150,000 | RM 3,000,000 | Medium contractors |
| G5 | RM 250,000 | RM 5,000,000 | Medium to large contractors |
| G6 | RM 500,000 | RM 10,000,000 | Large contractors |
| G7 | RM 750,000+ | Unlimited | Major contractors, all foreign companies |
Which Grade Should You Apply For?
Our recommendation: always register at the highest grade your paid-up capital qualifies you for. Upgrading later requires a separate application and additional documents. Starting at the right grade saves time and money in the long run. Most foreign companies coming to Malaysia will need to register at G7, which requires a minimum paid-up capital of RM 750,000.
CIDB Work Categories (CE, B, ME, SP)
Beyond grades, CIDB also classifies registered contractors by the type of construction work they are authorised to perform. There are four main work categories — and your registration must reflect your actual scope of work.
Civil Engineering
Road construction, highways, bridges, drainage systems, earthworks, dams, tunnels, and all civil infrastructure projects.
Typical: Government, PLUS, infrastructure developersBuilding Works
Commercial buildings, residential developments, industrial buildings, hotels, shopping malls, renovation and fit-out works.
Typical: Property developers, commercial tenantsMechanical & Electrical
Electrical systems, plumbing, HVAC, fire protection, lifts and escalators, solar panel installation.
Typical: All construction projects (M&E sub-contractors)Specialist Works
Foundation and piling, demolition, waterproofing, landscaping, signage installation, prefabricated structures.
Typical: Specialist sub-contractorsA single company may register under multiple work categories simultaneously — for example, a construction firm that handles both Building works (B) and Mechanical & Electrical (ME) can register under both in a single application.
Documents Required for CIDB Registration
Document preparation is where most CIDB applications fail — either due to missing items, incorrect formats, or outdated documents. Below is a complete checklist of everything you need to prepare before submitting.
Company Documents
- SSM Certificate of Incorporation (certified copy)
- Company Constitution / Memorandum & Articles of Association (certified copy)
- Latest e-Annual Return (Form 78 or MyCoID Annual Return — must be current year)
- Company bank statement (latest 3 consecutive months)
- Latest audited financial accounts (signed by licensed auditor)
- Proof of registered business address (utility bill or tenancy agreement)
Director & Shareholder Documents
- NRIC (IC) or passport copies of all directors (colour scan, full page)
- Personal bank statements of directors (latest 3 months)
- Directors' curriculum vitae (CV) with construction-related work experience
Technical Personnel Documents
- Minimum 1 qualified technical personnel (Graduate Engineer, Professional Engineer, Architect, or Quantity Surveyor)
- Professional body registration certificate (BEM for engineers, LAM for architects, BQSM for quantity surveyors)
- Employment letter confirming the technical personnel is employed by your company
- NRIC or passport of technical personnel
Additional Documents for Foreign Companies (G7)
- Parent company registration certificate (certified true copy, notarised)
- Parent company Constitution / equivalent incorporation documents (notarised)
- Parent company latest audited financial accounts (certified translation if not in English)
- Board resolution authorising establishment and operations in Malaysia
- Proof of Malaysian subsidiary incorporation (SSM certificate)
Certified True Copies Are Non-Negotiable
All documents submitted to CIDB must be Certified True Copies (CTC) — photocopies signed and stamped by a Commissioner for Oaths or the issuing authority. Plain photocopies will be rejected outright. For foreign documents, notarisation by a Notary Public in the country of origin is required, and documents in languages other than English or Bahasa Malaysia must be accompanied by a certified translation.
Step-by-Step CIDB Application Process
The CIDB registration process is managed through CIDB's online portal: mycidb.cidb.gov.my. Here is a complete walkthrough of each step.
Step 01Company & Grade Assessment
Before you begin, determine:
- Which grade (G1–G7) your paid-up capital qualifies for
- Which work category/categories apply to your business scope
- Whether your technical personnel qualifications meet the requirements for your target grade
This assessment stage is critical — applying for the wrong grade wastes time and money.
Step 02Document Collection & Preparation
Collect all required documents per the checklist above. Ensure all documents are:
- Certified True Copies (not plain photocopies)
- Current and not expired (bank statements within 3 months, annual return current year)
- Consistent across all documents
Step 03Create Account on mycidb.cidb.gov.my
Register a company account on the CIDB portal. You will need your SSM company registration number and director NRIC/passport for verification.
Step 04Complete Online Application Form
Fill in all required company information including company details, director and shareholder particulars, technical personnel details, selected grade and work categories, and upload all required documents.
Step 05Pay Application Fee
Pay the applicable registration fee online via the CIDB portal. Fees vary by grade. Keep the payment receipt as proof.
Step 06CIDB Review & Processing
CIDB officers review your application and submitted documents. This typically takes 3–6 weeks. During this period, CIDB may contact you for clarifications, additional documents, or corrections. Respond to all CIDB queries promptly to avoid delays.
Step 07Certificate Collection
Upon approval, your CIDB Contractor Registration Certificate will be issued. Your company is now officially registered and legally permitted to commence construction work in Malaysia within your registered grade and work categories.
CIDB Registration Fees & Costs (2025)
CIDB registration fees are set by CIDB Malaysia and are subject to periodic revision. Below are the current fee structures as of 2025.
| Grade | Registration Fee | Annual Renewal Fee |
|---|---|---|
| G1 | RM 60 | RM 60 |
| G2 | RM 120 | RM 120 |
| G3 | RM 200 | RM 200 |
| G4 | RM 400 | RM 400 |
| G5 | RM 600 | RM 600 |
| G6 | RM 1,000 | RM 1,000 |
| G7 | RM 2,000 | RM 2,000 |
Government Fees vs Professional Service Fees
The fees above are government-imposed fees payable directly to CIDB. These are separate from any professional service fees charged by a consultant or service provider (such as ONEKEY BIZ) to assist you with the application process. Always clarify the full cost breakdown with your service provider before engaging.
Additional Costs to Budget For
Beyond CIDB fees, budget for: document certification and notarisation costs, any translation fees for foreign documents, technical personnel registration fees with professional bodies (BEM/LAM/BQSM) if not yet registered, and annual renewal fees every 12 months.
CIDB Green Card — What It Is & Who Needs It
The CIDB Green Card (Kad Pekerja Binaan) is frequently confused with CIDB company registration, but they are two completely separate requirements.
CIDB Company Registration
- For: the company / legal entity
- Grades G1–G7
- Allows company to undertake contracts
- Renewed annually
- Applied via mycidb.cidb.gov.my
CIDB Green Card
- For: individual construction site workers
- All workers on any construction site
- Required before entering any site
- Valid for 3 years (renewable)
- Training component required
The CIDB Green Card is mandatory for all workers on construction sites in Malaysia — regardless of their nationality. This includes foreign workers, full-time employees, and even sub-contractors working on site.
Obtaining a Green Card requires completion of CIDB's Construction Industry Standard (CIS) 7 safety training module (or equivalent recognition). If you are establishing a construction company in Malaysia with foreign workers, both the company CIDB registration and individual worker Green Cards are required before work can commence.
CIDB Registration for Foreign Companies — Special Requirements
Foreign companies entering Malaysia's construction market face additional requirements beyond standard local company CIDB registration. Here is what you need to know.
You Must Incorporate a Malaysia Company First
Foreign construction firms cannot register directly with CIDB as a foreign entity. You must first incorporate a Malaysia Private Limited Company (Sdn. Bhd.) through SSM before a CIDB application can be submitted. CIDB registration is then applied for in the name of the Malaysia-incorporated entity.
Foreign Companies Register at G7
All foreign-owned construction companies in Malaysia are required to register at CIDB Grade G7 — the highest grade, allowing unlimited contract values. This means your Malaysia Sdn. Bhd. must have a minimum paid-up share capital of RM 750,000 before applying.
Parent Company Documents Are Required
In addition to the standard company documents for your Malaysia entity, CIDB will require supporting documentation from the parent (foreign) company, including certified and notarised registration documents, audited financial statements, and a board resolution authorising Malaysia operations.
Foreign Technical Personnel
If your qualified technical personnel are foreigners (engineers, architects), they may need to hold a valid Employment Pass (EP) or relevant immigration pass before they can be listed as technical personnel on a CIDB application.
Common Reasons for CIDB Application Rejection
Understanding why CIDB applications get rejected is the fastest way to ensure yours gets approved on the first attempt. The most frequent rejection reasons we see are:
- Expired or Non-Current DocumentsAnnual returns, bank statements, or financial accounts that fall outside CIDB's accepted timeframe (usually within 3–6 months).
- Incorrect Document CertificationPlain photocopies submitted instead of Certified True Copies (CTC). For foreign documents, certification by a Commissioner for Oaths in Malaysia is not accepted — notarisation in the country of origin is required.
- Paid-Up Capital Does Not Meet Grade RequirementApplying for G4 with only RM 100,000 in paid-up capital, for example. Capital must meet or exceed the minimum for the applied grade.
- Technical Personnel DisqualificationTechnical personnel listed are not registered with the relevant professional body (BEM, LAM, BQSM), or their employment with the company cannot be verified.
- Inconsistent InformationDetails on the application form do not match supporting documents — company name spelling differences, address discrepancies, director name variations between passport and SSM documents.
- Missing Parent Company Documents (Foreign Firms)For foreign-owned companies, parent company supporting documents are missing, not notarised, or not accompanied by certified translations.
First-Attempt Rejection Costs Time and Money
A rejected CIDB application means starting the process again — re-collecting and re-certifying documents, re-paying application fees, and losing weeks of processing time. Professional pre-screening before submission is the most effective way to ensure first-attempt approval.
CIDB Renewal — What You Must Know
CIDB registration is valid for 12 months only and must be renewed annually. An expired CIDB registration means you are immediately prohibited from undertaking any construction work in Malaysia — even on projects already in progress.
- Renew at least 30 days before expiry date
- Update company financial accounts (must be latest)
- Confirm technical personnel are still employed and their professional registrations are current
- Update any changes to directors or shareholders
- Pay annual renewal fee (same as initial fee by grade)
- Submit via mycidb.cidb.gov.my renewal portal
Set a Renewal Reminder Now
CIDB does not send automated renewal reminders. It is your company's responsibility to track the expiry date and initiate renewal before it lapses. If you engage ONEKEY BIZ for your CIDB application, we provide a complimentary renewal reminder 60 days before your expiry date.

CIDB工程类别(CE、B、ME、SP)

- 通过 mycidb.cidb.gov.my 申请
Bhd.
