Quick answer
On 1 June 2024 the Factories and Machinery Act 1967 was repealed (Factories and Machinery (Repeal) Act 2022, Act 835), and factory and plant regulation moved under the Occupational Safety and Health Act 1994 as amended by Act A1648. Plant covered by the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024 needs a Certificate of Fitness from DOSH, valid for 15 months and renewed through periodic inspection. Government fees are paid at cost with the official receipt.

Overview
For decades, factories and machinery in Malaysia were regulated under the Factories and Machinery Act 1967. That changed on 1 June 2024: the Act was repealed and its functions folded into the Occupational Safety and Health Act 1994, as amended in 2022, so one safety law now covers workplaces across all industries.
Under the new framework, plant that carries higher risk — such as boilers, pressure vessels and lifting equipment covered by the Occupational Safety and Health (Plant Requiring Certificate of Fitness) Regulations 2024 — requires a Certificate of Fitness from the Department of Occupational Safety and Health (DOSH). Design information is submitted to DOSH, the plant is inspected, and the certificate is valid for 15 months, renewed through periodic inspection before it lapses.
Many older factories still hold paperwork issued under the repealed Act. We map existing plant against the 2024 regulations, bring registrations up to date and schedule periodic inspections so certificates never expire.
