MOGU Hair Wash Bar is a new-generation head-spa concept at Plaza Arkadia, Desa ParkCity — Malaysia's first 30-minute wash & style. Guests lie flat in massage chairs for a deep scalp cleanse, shampoo massage and shoulder-neck release, then walk out styled and ready — all in half an hour.
With AI scalp analysis, lie-flat wash stations, RM88 hour-long head-therapy sessions and even a kids-friendly room, MOGU has quickly become the neighbourhood's favourite "lazy-day" self-care spot — for mums, office workers and couples alike.
The business is run by MOGU WASH SDN. BHD. (Company No. 202501046382 / 1647790-W). A concept this new cuts across several licence categories — so MOGU handed the DBKL licensing to ONEKEY BIZ to get it right the first time.

A hair wash bar looks simple from the outside — but on paper it spans three different licensed activities. Getting that wrong is the most common way new concept stores get fined.
Hair washing and styling is a hair-salon activity; scalp and facial care falls under beauty; the massage chairs are licensed equipment. DBKL licenses each — and all three must appear on the Lesen.
If the licence only covers "hair salon" but the shop runs massage chairs, that part of the business is operating unlicensed — an easy target during enforcement visits.
"Hair wash bar" isn't a category on any form. Someone has to map the concept onto DBKL's actual activity codes — that judgment call is exactly what we do.
We broke the hair-wash-bar concept into DBKL's actual licence activities: C001 (beauty & grooming salon), C004 (hair salon) and C013 (massage machines) — nothing missing, nothing extra.
We compiled the company documents and premises details for the Plaza Arkadia unit and lodged a single DBKL application covering all three activities.
The licence was approved LULUS (TETAP) — full approval with no conditions attached, valid 14/07/2026 to 13/07/2027 and renewable annually. MOGU operates fully licensed.
