Case Study · DBKL Event Permit (Hiburan Semasa)
KAO (MALAYSIA) SDN. BHD. — the FMCG company behind Bioré — brought its Bioré × Stray Kids limited-edition campaign to life with a 7-day promotional activation at The Exchange TRX, one of Kuala Lumpur's newest premium malls. A standout, high-traffic activation like this still needs one thing before it can run: a DBKL Hiburan Semasa (event) permit. ONEKEY BIZ prepared and secured it for the full 7-day run.
KAO (MALAYSIA) SDN. BHD. is the Malaysian arm of KAO — the Japanese FMCG group behind household names including Bioré. For the launch of its Bioré × Stray Kids limited-edition campaign, KAO built a full-scale activation: a bold blue stage with the band's standees, product walls and an interactive display, under the line "Sunlight is your spotlight."
The venue was The Exchange TRX — one of Kuala Lumpur's newest, busiest premium malls — for a 7-day run. A flagship activation, in a flagship location.
But however big the brand or the mall, a promotion in DBKL territory still needs a council event permit. KAO's team came to ONEKEY BIZ to make sure the DBKL Hiburan Semasa permit was secured before the doors opened.

A DBKL Hiburan Semasa permit is tied to the event and the venue, not the size of the brand. The more visible the activation, the more it needs to be in order.
A mall roadshow, a product launch, a brand activation — within DBKL territory, each needs a Hiburan Semasa permit for the venue and dates it runs on.
Venues like The Exchange TRX typically require the council permit to be in place before an activation can be set up — no permit, no go-ahead.
A flagship brand activation draws the most eyes — including enforcement. Having the permit ready to produce on request keeps the whole run clean.
We pulled together everything DBKL needs for a Hiburan Semasa permit — the event details, the TRX venue, the activation layout and supporting documents.
DBKL issued the Hiburan Semasa permit for the Promosi (dalam bangunan) at Plaza The Exchange TRX, valid across the full 7-day run with its operating conditions set out.
With the permit in hand, the Bioré × Stray Kids activation ran its full week at TRX compliantly — the brand focused on the campaign, not the paperwork.
