Who is 繁星 MINI SPIN HOT POT?

繁星 MINI SPIN HOT POT (旋转小火锅) is a conveyor-style rotating hot-pot restaurant — diners pick skewers straight off the rotating belt at just RM0.60 a stick, then cook them in their own bubbling pot. It's a fun, affordable, family-friendly way to enjoy hot pot, run under the MFX family brand.

The restaurant is operated by FAN XING STEAMBOAT RESTAURANT SDN. BHD. (Company No. 202501051180 / 1652588-D) at Bandar Rimbayu, Telok Panglima Garang, in the Kuala Langat district of Selangor. Like every new eatery, it needed its shopfront signboard and business premises properly licensed before opening day.

Because Bandar Rimbayu sits under Majlis Perbandaran Kuala Langat (MPKL), the approvals run through that council — and the signboard wording first had to clear Dewan Bahasa dan Pustaka (DBP). 繁星 handed the whole process to ONEKEY BIZ.

The challenge

A signboard and a licence before the first pot

Opening a restaurant in the Kuala Langat municipality means clearing two authorities before the doors open.

📝

DBP language endorsement

A shop signboard's wording must first pass Dewan Bahasa dan Pustaka (DBP) — checking correct Malay-language use — before any council permit can follow.

🏛️

MPKL premises licence

A restaurant needs a business-premises licence (Lesen Perniagaan Premis) from Majlis Perbandaran Kuala Langat — the council with its own forms, fees and conditions.

🪧

Signboard permit

The shopfront advertisement board (papan iklan) itself must be permitted by the council — tied to the same premises licence.

The solution

What ONEKEY BIZ delivered

✓ LULUS 01

DBP signboard language endorsement

We submitted the signboard artwork to Dewan Bahasa dan Pustaka and obtained the Sijil Pengesahan Bahasa (language endorsement) — status LULUS — the prerequisite for the council permit.

✓ Approved 02

MPKL business premises licence

We prepared and lodged the application and obtained the MPKL business-premises licence (Lesen Perniagaan Premis) under the RESTORAN category — the restaurant is cleared to operate.

✓ Permitted 03

Shopfront signboard permit

The licence covers the shopfront advertisement board (1 papan iklan) — the 繁星 signboard is fully permitted and up on the wall.

FAQ

Signboard & restaurant licence — frequently asked questions

What is a DBP signboard language endorsement (Sijil Pengesahan Bahasa)?
It is a certificate from Dewan Bahasa dan Pustaka confirming that a signboard's wording uses correct Malay language and complies with national language requirements. It is the prerequisite before a local council will approve the signboard permit.
Why must shop signboards be language-endorsed in Malaysia?
Malaysian councils require signboards to respect national language rules, so the wording is checked by Dewan Bahasa dan Pustaka (DBP) for correct Malay usage. Without the DBP endorsement, the council will not issue the signboard permit and the sign cannot legally go up.
What is an MPKL (Majlis Perbandaran Kuala Langat) business-premises licence?
It is the business-premises licence (Lesen Perniagaan Premis) issued by Majlis Perbandaran Kuala Langat, the local council for areas such as Bandar Rimbayu. Any business operating from premises in that municipality — including a restaurant — must hold one to trade legally.
Do restaurants need a local-council licence to open?
Yes. A restaurant must hold a business-premises licence from its local council under the food-premises category before it can legally operate. For a restaurant in Bandar Rimbayu, that licence is issued by Majlis Perbandaran Kuala Langat (MPKL).
Can ONEKEY BIZ handle the DBP endorsement and MPKL licence together?
Yes. ONEKEY BIZ handles the whole process end to end — obtaining the DBP signboard language endorsement, then preparing and lodging the MPKL business-premises licence application under the restaurant category through to approval.
